There are several ways to convert HEIC images to JPG on your Chromebook

In a response to a question on the JEA Listserv a few weeks ago, Tracy Anne Sena offered up a link to a quick Google search to help people who were having issues with HEIC camera images with their publications — specifically news websites that needed JPG files. If you’re looking to convert HEIC files on a Chromebook, check out some of these extensions for your Chromebook and select one you like.

Alternatively, you can just chance the iPhone camera settings to take photos in JPG instead of HEIC. You can see how to do that here.
